Dorothy Gale lives with her Aunt Em and Uncle Henry. She has a pet dog named Toto. When Miss Gulch takes Toto away, Toto escapes and runs back to Dorothy. The charming film based on the popular L. Frank Baum novel, Dorothy and her dog Toto, are caught in a tornado's path and somehow end up in the land of Oz. Here she encounters some memorable friends and foes in her journey to meet the Wizard of Oz who everyone says can help her return home and possibly grant her new friends their goals of a brain, heart and courage.

The Scarecrow has returned to the Emerald City, driving General Jinjur out of the castle, however the city is still under siege, occupied by her all-girl army, who are not willing to give up the freedoms they have recently won. Surrounded on all sides Tip, Jack Pumpkinhead, and the others must fully restore the Scarecrow to power and save Oz in the process.

Unable to win with the power they have, they embark on a journey to get help from Glinda, the Good Witch of the South, all the while the power of the witch Mombi grows and General Jinjur hunts for them.

After Dorothy's house is carried off by a tornado, she finds herself in the strange and magical Land of Oz. With the help of her new friends the Scarecrow, Tin Man and Lion, she must persuade the Wizard of Oz to help her get back to Kansas. L.
